Job Description:

We are seeking a Program Manager in Washington, DC/Alexandria, VA to support the Office of Trade of the U.S. Customs and Border Protection (CBP), the nation’s largest law enforcement agency. The selected candidate must currently hold or be able to obtain a CBP Background Investigation Suitability clearance, per contract requirements.

Responsibilities:

  • Organizes, manages, facilitates, and directs discussion groups in regards to the Mission Needs Statement and Concept of Operations for Federated View of Accounts and Cognitive Analytics.

  • Provides program management support services. Providing guidance as requested, and assisting federal program office personnel in the performance of various program management functions.

  • Provides support to allow for performance program tracking, as well as, providing advice and assistance to program office personnel in performance tracking. Examples include: Program metrics, activities, timelines, milestones, action item indexing and tracking, program status, risk management, and configuration management.

  • Leads the support, makes recommendations, and provides assistance to the federal government to prepare, create, edit, update and finalize Mission Needs Statement for Federated View of Accounts and Cognitive Analytics. The Mission Needs Statement shall be in accordance with the latest federal guidelines, templates, and directives.

  • Leads the support, makes recommendations, and provides assistance to the federal government to prepare, create, edit, update and finalize the Concept of Operations (CONOPS) for Federated View of Accounts and Cognitive Analytics. The CONOPS shall be in accordance with the latest federal guidelines, templates, and directives.

  • Manages contract support personnel.

  • Assist with providing integrated program expertise for controlling, disseminating, and reporting on the program and its various projects including compiling, analyzing and reporting on status of projects.

  • Coordinate, attend, and document meetings and project reviews to capture ongoing program and project data and information.

  • Assist the Government program/project manager as an interface between business units, technology teams and support teams for developing business and technical processes.

Qualifications:

  • Must be a US citizen

  • Must possess an active US Customs and Border Protection (CBP) suitability clearance (CBP BI)

  • Knowledge of DHS Directive 102-01 (Acquisition Management Directive) and the DHS Program Acquisition Lifecycle Framework

  • BS or equivalent with 8+ years of relevant experience;

  • Proficient with MS Office suite

  • Strategic thinker

  • Strong planning, organizational, and project execution skills; “Action Officer”

  • Excellent verbal/written communication skills

  • Excellent interpersonal skills

  • Able to work in a team environment

Clearance Requirements:

  • A current (or ability to acquire) Customs and Border Protection Background Investigation is required.

  • If a current CBP BI is not possessed, a current Top Secret clearance is desired.
