The Video Production/Documentation Specialist for the Technology Development Branch, is responsible for the development of multimedia knowledge transfer artifacts utilizing (audio/video/written) content for internal and external Department of State customers.

Produce, record, edit, and release industrial videos and related documentation for the Department of State audiences, while managing the video production process for quality and efficiency.

RESPONSIBILITIES

  • Manage the overall video production process to ensure the creation of high-quality industrial videos.

  • Work with subject matter experts to identify and set multimedia end goals and create content to achieve them.

  • Collaborate with in-house subject matter experts to target the Department of State's multimedia needs and develop video solutions for addressing those initiatives and strategic goals through audiovisual assets.

  • Analyze and apply trends and best practices in learning technologies and instructional design to video production.

  • Plan video shoots, assess shoot locations, and possible obstacles to filming and provide solutions or alternatives.

  • Execute video shoots on-site or on-location, including lighting, camera operation, and talent direction.

  • Using TechSmith Camtasia Studio, Adobe Photoshop, and Microsoft Office, perform video post-production tasks, including reviewing footage, making editorial decisions, performing rough cuts, recording voiceover audio, adding graphics, motion pictures, motion graphics, and creating supporting animation.

  • Manage and maintain the video library to ensure ready available and access of multimedia material.

  • Maintain all video and lighting equipment to ensure it is in good working order.

  • Develop video production capabilities as a means to improve overall program knowledge transfer for all engineered systems within our enterprise.

  • Participate in the research, preparation, and edit of complex technical documents for publication, including user's manuals, training materials, installation guides, proposals, and reports.

  • Ensure documents meet editorial and customer specifications and adhere to standards for quality, graphics, format, and style.

  • Create original digital and multi-media technical materials.

  • Participate in special projects as required.

QUALIFICATIONS

  • Active Secret security clearance.

  • Bachelor’s degree required.

  • Minimum of 5 years of instructional design experience.

  • Minimum of 5 years of video editing experience using Camtasia Studio and Adobe Captivate.

  • Minimum of 3 years of animation design experience using Photoshop and Microsoft Office.

  • Experience in designing, developing, and delivering video solutions using micro-learning principles.

  • Must be able to work independently and proactively in a team-oriented environment maintaining knowledge of relevant technologies
