Job Description:

General Dynamics Information Technology and CSRA have united to create the premier provider of high-tech IT solutions to the government IT market. Together as General Dynamics Information Technology, we deliver cost-effective, next-generation IT solutions and services to the Department of Defense, the intelligence community and federal civilian agencies as they modernize their information systems.

The Federal Deposit Insurance Corporation [FDIC] mission is to preserve and promote public confidence in the U.S. financial systems by insuring deposits in banks and thrift institutions for up to $250,000; by identifying, monitoring, and addressing risks to the deposit insurance funds; and by limiting the effect on the account and the financial system when a bank or thrift institution fails. CSRA provides the day-to-day operational services to FDIC in support of infrastructure, facilities, hardware, software, and systems. CSRA supports operational security, client support/help desk, data center operations, asset management, and systems engineering service areas. The FDIC Engineering team provides support to a plethora of cutting-edge technologies across the IT spectra. It has a state of the art development lab to test new functionality, architectures, and equipment. Engineers are tasked with developing and deploying innovative solutions to meet business requirements - not managing day to day, same technology operations.

GDIT/CSRA is seeking a Senior Level Engineering Support Manager to lead a large team of engineers in support of the FDIC infrastructure program. This resource will be responsible for overseeing and managing all engineering resources and projects. U.S. Citizenship and background investigation is required; you must have a current clean financial background. (Though the position is 8-5 M-F, the role requires flexibility to support issues or planned activities after hours, weekends and holidays as needed.) Successful candidate must possess and be able to demonstrate technical skills and engineering attitude for success, dedication and commitment.

Resource must have demonstrated experience with:

  1. Leading a team of 30+ resources providing end-to-end engineering services across workstations, mobility, server, network, storage, and backups.

  2. Demonstrated experience implementing technical and process change in a highly complex infrastructure environment that spans across the continental United States.

  3. Past performance introducing new enterprise technologies (e.g. Windows 10, Windows Server 2016), solutions, and processes to improve availability, management, monitoring, support, patching, and scalability.

  4. Experience working collaboratively with the architects, development leads, and operations to glean requirements and needs to design and provision infrastructure capabilities that yield a flexible environment that supports the known business and technical requirements to include servers, storage, network (LAN, SAN, WAN, internet), monitoring, backups, automation, patching, and scalability.

  5. Leadership experience in prioritizing, planning, and successfully delivering multiple projects in parallel and in cooperation with a production environment with a large engineering and operations staff.

  6. Demonstrated expertise for providing management for oral and written communication with the highest levels of management while providing technical leadership to engineering and operational teams.

  7. Demonstrated experience with development, implementation, and optimization of technology life cycle processes

  8. Experience working with staffing and recruiting to align personnel for the contract

This person should have a desired mix of technology, new business proposals, supporting senior management, and technical writing (white papers, point of view documents).

Ideal candidates: Detail oriented and must be able to think independently. Presentation skills to present details to senior technology management team. Skill in managing one's own time and the time of others based on an established project plan. Skill in using analysis, logic and reasoning to troubleshoot issues and find the best solutions to challenges. Strong customer service orientation. Must be able to manage multiple tasks with conflicting priorities. Ability to manage high-pressure escalations from both client and CSRA management team as necessary. Clearly articulate the technical issues and other relevant details to both CSRA and client during major incident management calls. Managing the relationship with key business customers, developing an understanding of their business needs and priorities, and delivering software solutions that meet those business needs. Providing input to the Product Owner/Business Sponsor on the product strategy and vision, and giving feedback on the content and prioritization of the Product Backlog. Being available to provide advice and assistance to teams on technical difficulties that arise in the course of doing their work. Identifying issues to teams that they might overlook, such as scalability, performance, or security. Providing mentorship, career development advice, skills development and training, and overall guidance to team members and supervisors. Leading the recruitment and hiring of new team members, with the active involvement and input of existing team members. Demonstrated experience managing large, complex environments containing over 3,500 servers, 700 devices, 2 petabytes, and over 10K government end users.

Desirable certifications: PMP, ITIL, TOGAF, etc.
