General Dynamics Information Technology Director, Program in Bagram, Afghanistan
One (1) Contractor to work Monday - Saturday 0800-1800 and (on-call) 24/7 for the following tasks and requirements. The contractor shall provide program/project planning management support as determined necessary to ensure compliance with engineering and technical support under this task order throughout the period of performance, and shall maintain effective project communications with the project lead and principal personnel in the project environment. The contractor shall prepare and maintain the Project Plan, which lists the activities, tasks, assignments, milestones and performance metrics for work performed under this task order. Shall prepare and maintain the Contractors Quality Control Plan (QCP), which shall be used by the Contractor’s Project Manager to ensure that systematic quality assurance methods are used in their oversight and administration of their team’s performance under this task order. The contractor shall prepare and provide management reports that present substantive project cost, schedule, and performance data for all services being rendered under this task order. The contractor shall present travel requests as needed to perform work on the contract. The contractor shall keep COR informed of any performance that may be affected by personnel absence (leave, R&R, sick, termination, etc).
Bachelor's Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
Masters Degree preferred.
Professional certification (PMP) preferred.
Minimum twenty (20) years of experience managing projects in a DoD environment, at least ten (10) years of which must be with IT/Communications projects. Experience shall demonstrate management and execution of DoD IT projects including: o Managing teams of contractors specifically for the all of functional areas covered in this PWS;o Experience in developing and executing Plan of Action & Milestones (POA&Ms) for organizational growth and integration of new technologies into a combat-active Network Operations (NETOPS) environment.
Background must include five (5) years of experience performing technical management within the CENTCOM AOR for deployed contingency operations.
Must have at least one (1) year demonstrated responsibility for deployed signal/communications missions in a CENTCOM contingency operation mission (Afghanistan or Iraq).
Must hold technical certifications either in: Systems Engineering (MCP, MCITP, MCSE); Network Engineering (CCNP or higher); or Information Assurance (CISSP, CASP, or equivalent)
Must be able to meet medical requirements for deployment to danger/hardship location
Program Manager must have the following education and training: o Project Management Professional (PMP) certification or equivalent experience at the field grade level in a DOD environmento ITIL v3 Foundations certification o DoD 8570 Information Assurance Technical 3 (IAT-3) certified
