The program objective is to design, build, or acquire innovative, cost-effective, and efficient Portal engineering services to meet the mission of CMS.

Position Description

The User Interface (UI) /User Experience (UX) Developer provides Web design/front-end development and Responsive Design best practices/analysis for the Enterprise Portal team. Design, development and UX activities will include mobile-ready Web 2.0 user interfaces.

Role and Responsibilities

  • Develop reusable dynamic mock-up and user interface screens, using story boards, process flows and sitemaps, where the end result is ready to use by the development team.

  • Must be able to utilize Portal style guidelines to develop dynamic UIs that meet U.S Web Design Standards and that are Section 508 compliant.

  • Responsible for all aspects of Responsive Design: content-first design, information architecture, wireframes, UI components and in-browser prototypes. Will use Responsive Design to provide end-to-end dynamic mock-ups.

  • Develops pages in HTML and CSS (with SASS), with coding around templating frameworks like Bootstrap.

  • Gather and evaluate user requirements in collaboration with product managers and engineers.

  • Works closely with members of the development and test teams to ensure the front-end code can be effectively integrated with the technical solution.

  • Works as an effective team member in an Agile software development team.

  • Provides best practices of human factors and ergonomics, particularly in a graphical user interface (GUI) environment.

  • Analyzes current application usage metrics for trends, patterns, issues, and opportunities for UX optimization.

Required Education and Experience

  • Bachelor’s degree in Computer Science, Information Technology, or a related field

  • 6+ years of hands-on development experience in a key role through the product development cycle of successfully launched responsive web sites and/or applications

  • 6+ years of experience in web design and front-end development using JavaScript, jQuery, HTML5, XHTML, and CSS3, Bootstrap, LESS and/or SASS.

  • Working knowledge of user centered design (UCD) patterns and best practices

  • 2+ years of experience with code management tools like Eclipse, Jenkins, GIT, JIRA

  • 2+ years of experience incorporating reliable unit and end-to-end testing to UI frameworks such as Jasmine, Minification, and Karma

Desired Education and Experience

  • Experience in the healthcare industry, especially the Centers for Medicare and Medicaid Services (CMS)

  • Experienced integrating with REST APIs, and developing Single Page Applications

  • Experience with developing themes and skins

  • Experience with script frameworks like Node.js, Backbone.js, Angular.js

  • Experience working with Agile software development methodology

  • Experience with the development of micro services for a Portal environment

  • A presentable web design portfolio demonstrating required experience is strongly preferred.
