Job Description:

The successful candidate will support the delivery of the Department of Veterans Affairs (VA) Supply Chain Modernization (SCM) with a focus on leading this effort to create a unified supply chain technical architecture and assist the VA’s efforts to modernize their supply chain tools and processes. These efforts would include supply chain mission and vision creation, strategy development, and end-to-end transformation deployment (plan, source, store, move, return, enable), change management and training for sustained successful implementation performance. This will also include supporting supply chain strategy design, archetype development, and operating model deployment. The Senior Cyber Security Technical Analyst will have extensive experience with the design and implementation of cyber security policies, controls and tools to support security and threat detection for a large/enterprise solution spanning multiple software as a service cloud instances. The Senior Cyber Security Technical Analyst will work with the Cyber Security Engineer Lead Architect, Information System Security Officer, and Chief Systems Architect to support all aspects of network gateways, cloud instances, data security, system integration, and monitoring for SCM. The SCM solution will be focused on the Veterans Health Administration (VHA) where supply chain is critical to providing Veterans with the health benefits they have earned through their military service. This role supports all operational facets of SCM that are GDIT facing to meet the functional requirements unique to VA, VHA, Veterans Benefits Administration (VBA) and National Cemetery Administration (NCA). The SCM managed service solution will include customer success factors, service level agreements, and quality thresholds for continuous monitoring and reporting.

The Senior Cybersecurity Technical Analyst will track all system components, identify vulnerabilities, assess risks, and report status to the Information System Security Officer (ISSO). The role requires a proactive, detail-oriented individual who can navigate complex security landscapes to ensure the integrity, confidentiality, and availability of information assets. The candidate will be expected to have significant experience architecting cyber security for enterprise programs for complex private sector organizations, federal government and/or large healthcare customers.

Duties and responsibilities will include, but are not limited to:

  • Track and document all system components and their respective security statuses within the organization

  • Work closely with system engineers, administrators, and developers to understand system architectures, operating models, and security requirements

  • Performs assessments of systems and networks within the network environment or enclave and identifies where those systems/networks deviate from acceptable configurations, enclave policy, or local policy. Measures effectiveness of defense in-depth architecture against known vulnerabilities

  • Establishes strict program control processes to ensure mitigation of risks and supports obtaining certification and accreditation of systems

  • Assists in the implementation of the required government policy (i.e., NIST SP 800-53 r5), and may make recommendations on process tailoring

  • Supports the formal Security Test and Evaluation (ST&E) required by each government accrediting authority through pre-test preparations, participation in the tests, analysis of the results, and preparation of required reports

  • Conduct periodic reviews of each system's audits and monitors corrective actions until all actions are closed

  • Develop and maintain security assessment plans and procedures

  • Collaborating with the Systems Scrum Team to identify cyber tools, system configuration through tasks decomposed from user stories to secure application environments

  • Coordinating with other architects to develop an achievable roadmap for delivery of a modern supply chain that delivers value now (0-6 months), next (6 months to 3 years), and beyond (3 years+)

  • Utilizing professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance

Minimum Requirements:

  • Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with at least 8+ years of experience

  • At least 4+ years of experience providing cyber security analysis in complex enterprise systems

  • At least 2+ years of experience reviewing system design for cyber security compliance

  • 1+ years of experience with Agile & Lean principles & methodologies for functional systems delivery

  • Demonstrated critical thinking skills to resolve operational issues and identify risks and mitigation

  • Must have outstanding written and verbal communication skills with the ability to present business leaders

  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

Desired Qualifications:

  • Strong knowledge of VA OIT enterprise security architecture is preferred

  • Experience within VA enterprise infrastructure is preferred

  • Experience with logistics, warehousing or supply chain systems and/or health care systems

  • Active VA access including assigned CAG and PIV

The likely salary range for this position is $122,366 - $204,360. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
