Job Description

Sr Education Developer

Coordinates with agencies across the U.S federal government to lead the development of standards and qualifications for incident response personnel plans

Leads process improvement teams in training gaps analysis to determine training gaps within the HIRT team; identifies additional training needs, synthesizes research and findings to present training needs to HIRT and NCCIC management

Develops training performance metrics to determine effectiveness of training and training programs

Extensive knowledge in Cyber Security areas of incident response and cyber hunt and also have a moderate to extensive background experience in training and capabilities development as a Training Developer/Instructor

Solid understanding of network topologies and architecture

Plans, schedules, and delivers customized training programs and materials for HIRT, technical topics and other identified areas, and evaluates effectiveness of organizational development education solutions.

Assesses, designs, and conceptualizes training scenarios, approaches, objectives, plans, tools, aids, curriculums, and other state of the art technologies related to training and behavioral studies.

Identify the best approach training requirements to include, but not limited to hardware, software, simulations, course assessment and refreshment, assessment centers, oral examinations, interviews, computer assisted and adaptive testing, behavior-based assessment and performance, and team and unit assessment and measurement.

Develop and revises training courses. Prepares training catalogs and course materials.

Answers stakeholder and customer questions regarding simple concepts, material or tasks in an informal setting

Develops introductory cybersecurity training course content by writing procedures, creating course materials, and coordinating/training session(s) logistics

Uses standard procedures to collect course evaluation data and reports findings to management

This position could be deployed in the field on-site at a DHS customer to support/perform incident response or cyber hunt activities if the need arises.

Additional Requirements:

This position could possibly be designated as critical to agency operations and may be required to be deployed as part of an Emergency Relocation Group (ERG) in conjunction with COOP deployment or emergency activation team.

Active Top Secret Security Clearance with SCI eligibility is required. In addition, must be able to obtain and maintain a favorably adjudicated DHS background investigation for continued employment

Certifications:One or more of the following Certification(s): CompTIA Net+, CompTIA A+, CompTIA Security +, CPLP is preferred.


  1. Bachelors Degree in Education or a related discipline.

  2. Masters Degree preferred.


Certifications:One or more of the following Certification(s): CompTIA Net+, CompTIA A+, CompTIA Security +, CPLP is preferred.

5-8 years of related instructional development experience.
