Job Description:

The Defense Threat Reduction Agency ( DTRA ) Defense Stockpile Management Systems ( DSMS ) support is searching for a Project Team Lead/Business Analyst to join their team in Fort Belvoir, VA .

DTRA is the Executive Agent for the Joint Staff Nuclear Weapons Stockpile Manager and is assigned the responsibility for maintaining the DoDs national nuclear weapons stockpile database using the Defense Integration and Management of Nuclear Data Services (DIAMONDS) application.

The Project Lead is responsible for planning and managing of the Nuclear Inventory Management and Cataloging System (NIMACS) project to achieve success and achieve delivery commitments by organizing, designing, developing, implementing, and maintaining a project schedule supporting the NIMACS project.

  • Support analysis of data relationships relative to business process requirements to best determine and design database structures to effectively manage the required information types. As needed, analyze legacy database structures and data representation, to support data migration effectively and accurately from the legacy to modernized database(s).

  • Support analysis of design relationships between business logic, database and data structures, data interpretation and representation, and screen designs to satisfy user requirements embodied in user stories as part of the PBIs.

  • Perform Usability Engineering for the overall application User Experience, to ensure the application is intuitive and productive for users, is consistent across screens and functions, and requires minimal training for high proficiency.

  • Support and supplement Appian application development as needed to ensure Sprint schedule milestones are met.

  • Support NE-NL personnel and contractors with system engineering and cybersecurity activities associated with the Appian development and run-time production environments as required.

  • Support system administration and database administration training in the Appian environment.

  • Support cybersecurity analysis, patching, updates, and vulnerability remediation as required, including contributing to system accreditation documentation as requested.

  • Support user training in the application.

  • Support Appian specific knowledge transfer to NE-NL personnel and contractors.

  • Participate in weekly meetings/project reviews with DTRA personnel to discuss, at a minimum, project plans, milestones, progress, and deliverables.

  • Participate in milestone reviews: Business Requirements Review (BRR), , Preliminary Design Review (PDR), Critical Design Review (CDR), Test Readiness Review (TRR), Government Acceptance Test (GAT), , for each software increment.

HOW A BUSINESS PROCESS ANALYST SENIOR WILL MAKE AN IMPACT

  • BS degree and 5+ years of experience; additional years of experience, certifications, and training may be considered in lieu of degree.

  • Required: Active Secret clearance to start w/TS SCI eligibility.

  • Preferred: Agile and/or PMP certifications

  • Preferred: DOD 8570 IAT Level II, ex. CompTIA Security + w/CE.

  • Experience with project planning in an Agile environment, Oracle, PL/SQL, SQL Server software and systems.

  • Experience with Microsoft Team Foundation Server.

  • Preferred experience with DoD documentation.

The likely salary range for this position is $110,500 - $149,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
