General Dynamics Information Technology (GDIT) has partnered with NASA to consolidate select Procurement, Finance, Human Resources (HR), and Information Technology activities from the 10 NASA Centers into a single shared services center located at Stennis Space Center in southern Mississippi.

The mission of the NASA Shared Services Center (NSSC) is to provide timely, accurate, high-quality, cost-effective, and customer-focused support for selected NASA business and technical services.

GDIT has an opportunity on the NSSC contract for a Deputy HR Services Manager to contribute to our success with our existing HR services as well as support the transition, stabilization, and success of future HR business services for NASA. This will be a full-time position, located onsite at NASA Stennis Space Center, Mississippi.

The NSSC currently provides over twenty-five HR services to NASA to include both transactional and level of effort services that have been centralized at the NSSC. Transactional services support includes Onboarding, Awards, Benefits, Drug Testing, Payroll, Personnel Actions, Retirements, Senior Executive Service (SES) and Training Purchases processing. Level of effort services support includes Development of Information Materials, Human Resources Information Systems (HRIS), Online Content Management, Suitability Adjudication, Unemployment and Workers' Compensation.

The NSSC is collaborating with NASA to support the transition and centralization of additional HR business services to include Classification, Staffing and Training Administration services to the NSSC. The Deputy HR Services Manager will be responsible for providing support to the oversight of existing services as well as successful transition of new business services to include recruitment, training, transition, go-live, stabilization, and optimization. Responsibilities include:

  • Assist with the strategic workforce planning and performance management activities for the HR Service Provider (SP) organization.

  • Ensure all HR activities meet established service level indicators (SLIs) and performance standards, monitor performance, and initiate corrective actions to meet targets.

  • Manage and lead the development and implementation of new business services to the NSSC.

  • Recruit, staff, and train required resources to ensure operational readiness for successful go-live and stabilization of new business services.

  • Complete and maintain accurate and timely delivery of contractual documentation to include Service Delivery Guides, work instructions, data requirements documents (DRDs), and procedures related to new business services.

  • General supervisory duties to include: setting priorities, assigning work, monitoring and evaluating performance, providing input to budget needs, coaching and developing employees, approving leave, and taking or recommending corrective/disciplinary actions as appropriate.


  • Minimum of 5 years of supervisory or management experience is required. Leadership experience in a customer service environment is preferred.

  • Minimum of 8 years of Federal HR experience in multiple Federal HR disciplines such as benefits, retirements, position management, position classification, staffing and recruitment services.

  • Knowledge and specialized experience applying the Office of Personnel Management (OPM) regulations and policies.

  • Strong interest in innovative HR solutions and process improvement.

  • Exceptional customer service focus, with a high level of responsiveness.

  • Excellent communication (verbal and written) and interpersonal skills.
